It was a possibility until it was voted down 430 something to 2. Real possibility there. If they would have debated it further, I'm sure the two pro-draft reps could have garnered the 216 additional votes that they needed because God knows those extra 216 have no desire to be in Congress in the first place and would have loved to have been voted out on their hydes. Whatever.
