Charlie Rangle D-NY, and Fritz Hollings D-SC intoduce a bill into the House to Re-Instate the draft. Then the House agrees to suspend debating the debate about the Draft brought up for unknown reasons by 2 members of the House. Introduced January 2003. Overwhelmingly gets defeated by the House.
And all because Charlie Rangle wanted to "Stir things up a bit"? His words were "We just wanted to stir things up a bit"
